The purpose of the CSAC Student-Athlete Advisory Council (SAAC) is to strengthen the communication between the campus SAAC’s and the National Committees to better represent the views of all student-athletes. It is to serve in an advisory capacity to the conference athletic directors, administrators and staff, regarding policies, procedures and activities that affect the conferences intercollegiate athletic teams both on the conference and national level.
The CSAC SAAC consists of two representatives from each member institution who are selected by their campus SAACs. They serve as liaisons between the campus SAACs and the conference office, as well as the Division III National SAAC.
Whether at the campus or conference level, there are four general principles that guide the SAAC:
1. Provide a forum for the student-athlete voice to be heard on campus.
2. Provide a forum for the student-athlete voice at the conference level.
3. Provide an opportunity to review and respond to proposed NCAA legislation changes.
4. Support the campus and conference communities through service and outreach.

Governance
(From the CSAC Operating Procedures)
1.1 Student Athlete Advisory Committee (SAAC). The purpose of the CSAC SAAC is to strengthen the communication between the campus SAAC’s and the National Committees to better represent the views of all student-athletes. It is to serve in an advisory capacity to the conference athletic directors, administrators and staff, regarding policies, procedures and activities that affect the conferences intercollegiate athletic teams both on the conference and national level.
1.1.1 Membership.
1.1.1.1 Each full member institution shall have two representatives on the Conference SAAC; one female and one male except in the case of a single gender member institution which shall have two-female representatives on the Conference SAAC.
1.1.1.2 Members shall be appointed by their respective member institutions.
1.1.1.3 Length of Terms. Representatives will serve for a three-year term or if less than three years of undergraduate schooling exists, the term is terminated upon graduation unless the student-athlete remains at the same institution for graduate level work and the student-athlete remains on an athletic team during the ninth and tenth semesters of eligibility at the same institution.
1.1.1.4 NCAA SAAC Service. If a student-athlete from the conference is selected to the National Collegiate Athletic Association Student Athlete Advisory Committee, he/she shall serve on the conference SAAC as the NCAA liaison who is required to attend the conference SAAC meetings, however, he/she shall not have voting privileges.
1.1.2 Voting, Officers and Elections.
1.1.2.1 A quorum for any meetings is the presence of seventy-five (75) percent of the voting membership of the conference SAAC.
1.1.2.2 If seventy-five (75) percent are not present, the vote is tabled until the next meeting or business can be conducted by 75% of the voting membership in another format (electronic response) at an agreed upon time.
1.1.2.3 The officer shall be a President, Vice-President and Secretary. Their terms will be for one year from the start of the first meeting of the year to the completion of the last meeting of the academic year.
1.1.2.4 Officers will be elected at the end of the last meeting annually. Newly elected officers will begin their term the first meeting of the succeeding year.
1.1.3 The responsibilities, committee operations and points of emphasis, are listed in Article 2 of these Operating Procedures.
1.1.4 This committee shall meet 2-3 times annually.

2.2.1 Representation at/on Conference Governance and Ad-Hoc CSAC Committees. The following grid represents CSAC SAAC representation on conference committees. If there is a topic dealing with a student-athlete’s institution, or the MC or AC go into executive session, the SAAC representative will remove themselves from the meeting.

2.2.2 Responsibilities of the President.
2.2.2.1 Shall be responsible for the CSAC SAAC’s operation within the CSAC SAAC’s current Code of Operation and the CSAC’s policies and procedures.
2.2.2.2 Will preside at all meetings.
2.2.2.3 Set meeting dates and times, determine agenda, and run the meetings.
2.2.2.4 Present the CSAC’s position on all issues and fairly represent the CSAC.
2.2.2.5 Must maintain regular communication with the CSAC assistant commissioner and other officers on a monthly basis.
2.2.3 Responsibilities of the Vice-President.
2.2.3.1 Shall assist the President in all aspects of running the CSAC SAAC.
2.2.3.2 Assume the President’s responsibilities in the event of his/her absence and assign another member to take the minutes.
2.2.3.3 Insure that the President is properly presenting the conference’s position and that it is properly represented.
2.2.3.4 Shall maintain regular communication with the assistant commissioner and other officers on a monthly basis.
2.2.4 Responsibilities of the Secretary.
2.2.4.1 Shall keep the most accurate archive of the SAAC’s actions.
2.2.4.2 Take minutes and will be responsible for the distribution of the minutes to the appropriate bodies.
2.2.4.3 Shall keep a binder of all the minutes, hand-outs, and any other information presented to the CSAC SAAC. They will hand it to the next secretary of the following term.
2.2.4.4 Shall maintain regular communication with the assistant commissioner and other officers on a monthly basis.
2.2.5 Changes to the Operating Code.
2.2.5.1 All proposed changes must be submitted in writing to all members of the CSAC SAAC, the Commissioner, the CSAC SAAC President, and Vice President two weeks prior to the meeting it is to be proposed. The agenda must be submitted to the SAAC one week before the meeting.
2.2.5.2 A motion to accept or deny the proposal may not be made until the following meeting to enable members to thoroughly review the proposal and discuss it. Following the motion, a vote may be called by closed ballot, in which the Vice President will distribute the ballots and the Commissioner or a non-partial attendee will collect, count, and announce the results of the vote.
2.2.6 Points of Emphasis.
2.2.6.1 Sportsmanship Statement:
The Colonial States Athletic Conference (CSAC) Student Athlete Advisory Committee (SAAC) is committed to the principles of good sportsmanship. We recognize that trash talking is a major impediment to good sportsmanship. We request that administrators and coaches discourage this behavior as a point of emphasis. We also request that assignors and officials take a proactive stance against trash talking by enforcing the rules of a given sport on this matter.
2.2.6.2 Community Service Position:
The Colonial States Athletic Conference Student Athlete Advisory Committee (CSAC SAAC) is committed to the active participation of its athletes and member schools in the performance of community service within their respective communities. We recognize that service to the community does not end on the field of play; instead, it begins by student athletes playing an active role in their community. Our body recommends that our conference and its member schools facilitate such community service projects by offering all available assistance and opportunity to its student athletes to give back to their communities.
